ABSTRACT

Municipal projects require greater personal involvement and commitment from an engineering firm. The engineering firm must be aware of the political climate of the city and respond accordingly. Because of the nature of politics, the city managers continually demand that the projects in which they are involved be successful and must not provoke criticism. There are three types of projects that may be assigned to an engineering firm working for a municipal electric utility; the day to day service project, the relatively small project and the largest project. There are three recognized types of bidding procedures/contractual arrangements used by municipalities in contracting work with an engineering firm: continuing professional services, negotiated bid and competitive bids. The most significant requirement of a municipal electric project is that the engineering firm devote its resources to providing whatever services the city has contracted for and all of those additional services which are implied for the successful completion of the work.
