Projects can be classified, from the viewpoint of the engineering contractor, as domestic, overseas, or foreign. A domestic project is one executed for a native concern in its native land. An overseas project is one executed for a native concern in a foreign land. A foreign project is one executed for a foreign concern in a foreign land. The degree of engineering completeness for overseas and foreign projects must be a magnitude greater than for comparable domestic projects. The procurement organization has to have worldwide capabilities including the ability to survey and evaluate all phases of source support. All procurement activities may be directed through ministerial agencies. Licensed agents, selected by the owner, are common—don't bypass them in an effort to expedite orders. Construction of international projects is generally on a subcontracted basis. If local labor is insufficient or unqualified, recruitment from other countries through labor brokers or agents is necessary.
