ABSTRACT

The calibre of the project staff is an early indicator of project success or failure for any project; for international projects the consideration is critical. The first step preparatory to staff planning is the comprehensive site survey for the total project. The staffing plan is refined during the estimating and proposal period. The successful contractor is at the point of project release; many diverse and parallel activities are initiated, including staffing. Employee Assignment Agreements are required of all employees based at the job site for extended periods, referred to as extended assignments. The requirements for personnel assistance to the expatriate employees will vary with the location and size of the project. The staffing responsibilities for a project continue until mechanical and contractual acceptance, completion of punch lists, resolution of supplier and subcontractor claims, and termination or reassignment of all personnel. The continuous communication of project plans to the staff is a beneficial counter to depression caused by the aforementioned pressures.
