ABSTRACT

This chapter describes a loosely structured hierarchy of urban values and corresponding transportation goals and objectives. It presents resume of basic urban values and goals. The chapter discusses two basic transportation goals, one for those factors of direct concern to transportation service and the other for those factors impacted by transportation. It describes guide for the identification of a select set of more detailed goals. The chapter details goals are transformed into specific objectives containing relevant criteria. It contains summary comments on the difficulties associated with identifying transportation problems and goals. The two sets of goals brought out above, one for transportation service and the other for transportation impact on the environment, provide very general directions toward which transportation system modifications and control should evolve. Beneficial transportation for the user would be most obvious in the form of increased access to opportunities for achievement, most notably in employment, purchase of goods, health care, and education.
