ABSTRACT

There are nearly as many definitions of technical management as there are books and courses on the subject. Most variations are simply tweaks in the semantics; a different selection of words to be precise or as vague as needed, depending upon the level of detail presented. Management means to direct resources. Resources, also referred to as assets, are comprised of people, money, time, and tangible things. A manager must ensure that all the resources combine in concert with one another to reach specified goals. All the activities required to design, implement, and execute the systems engineering process are technical efforts. Technical management of those activities is required to progress efficiently and effectively from a business need to the deployment and operation of the system. The challenge for the managing projects, and in system engineering the technical efforts, is to provide a quality product, within budget and on time.
