ABSTRACT

The National Security Telecommunications and Information Systems Security Committee (NSTISSC) was established in July 1990 by President George H. Bush under National Security Directive 42 (NSD 42), “National Policy for the Security of National Security Telecommunications and Information Systems.” NSD 42(a) establishes the NSTISSC to consider technical matters and develop operating policies, procedures, guidelines, instructions, and standards as necessary to implement provisions of NSD 42. Executive Order 13231 directs the protection of information systems for critical infrastructure, including emergency preparedness communications and the physical assets that support such systems. The Secretary of Defense and the Director of Central Intelligence are responsible for developing and overseeing the implementation of governmentwide policies, principles, standards, and guidelines for the security of systems with national security information. The Committee on National Security Systems is responsible for the establishment and maintenance of a national system for promulgating operating policies, directives, instructions, and advisory information.
