ABSTRACT

In the early 1990s, the Department of Defense (DoD) saw the need to create a program that would guide the “evolution of the DoD enterprise and capture benefits of the information revolution”. Although there are several terms for this activity, such as “needs analysis” or “requirements analysis,” the outcome is essentially the same — defining what the system shall be capable of accomplishing and how well the system shall perform in quantitative, measurable terms. Underlying the customer’s mission/business is the information management that supports operations. Thus, a subset of its overall mission needs is its information management needs. All organizations, including both government and private industry, have information that can be categorized as either public or private information. Public information can be defined as freely distributed information, such as information distributed on a public Web site, or in a marketing brochure or annual report.
