ABSTRACT

The Government has stated it is committed to the provision and funding of supported housing and has rolled back on its proposals for funding changes following concerns raised by the sector. The Supporting People programme provided significant progress for people who required supported housing services. Each citizen must have the right to be securely housed, have private space to conduct relationships and the support to take part in their community and civic society. In future, policymakers and implementers need to reach coalition around a “human rights” based approach to housing and support and use the rights-based arguments to implement a revised structure. Where the Supporting People programme provided a coherent policy framework for supported housing, this has taken a backward step under the coalition and Conservative governments since. Although the programme does exist within local authorities in England, the beginning of the end of the programme was heralded very early in its life.
