ABSTRACT

This chapter analyses program plans, schedules, costs and budgets and how the Software Project Manager (SPM) can integrate it all to provide a synergistic set of activities. The management of software costs and schedules are discussed in the following: program master plan and schedule, work breakdown structure, managing software budgets, managing software schedules, managing software cost and schedule with earned value, and integrated product and process development. The program-level Integrated Master Schedule (IMS) is not prepared by the Software Team although software representatives should always be involved in its preparation. Since the IMS is at a relatively high level, it should be augmented with lower-level detailed subsystem schedules covering software planning, design, development, integration, and test. These detailed subsystem schedules must be maintained and monitored at, and by, the subsystems with oversight by the SPM and the Chief Software Engineer.
