ABSTRACT

This chapter deals with houses in multiple occupation, but the Housing Health and Safety Rating System and its enforcement procedures in the previous sections also apply to houses in multiple occupation, except in those cases where the existence of a management order removes it from that procedure. Persons do not form a single household unless they are members of the same family or they form a prescribed relationship under the Licensing and Management of Houses in Multiple Occupation and Other Houses Regulations 2006. Any ‘relevant person’ may appeal to the Appropriate Tribunal within 28 days of the date of decision. The local authority may revoke a declaration at any time, either on its own initiative or following representation from a ‘relevant person’, if satisfied that the ‘significant use’ test is no longer fulfilled.
