In implementing the procedures, local authorities are asked to take account of the government’s objective of ensuring that the settled communities and gypsies and travellers live together peacefully. Stress is also placed on the importance of choosing the most appropriate power to deal with any situation and that this should be done within the umbrella of a protocol between a local authority, the police and other involved agencies. Directions to be given by local authorities must be served on the persons to whom the direction is to be applied but where there is more than one person the direction can merely specify the land and be addressed to all occupants of the vehicles without naming them. Where it is impracticable to serve on the persons named in the direction, a copy may be fixed prominently on the vehicle concerned and, if directed to, unnamed persons may be served in the same manner on every vehicle.
