ABSTRACT

Environment consists of all of the following media, namely land, water and the air. Pollution of the environment means pollution of the environment due to the release or escape from: the land on which controlled waste is treated; the land on which controlled waste is kept; and the land in or on which controlled waste is deposited. Disposal of waste includes its disposal by way of deposit in or on land and waste is ‘treated’ when it is subjected to any process, including making it re-usable or reclaiming substances from it, and recycle is construed accordingly. Where two authorities are involved, delivery to the waste disposal authority is required to be in accordance with arrangements agreed between the local authority and the waste disposal authority, and these arrangements may include sharing of expenses incurred or income received.
