The application or local authority-led variation is subject to the same procedures as an initial application, including a period of public participation and consultation before determination. Where the local authority believes that the continued operation of the activities will involve a risk of serious pollution, it may serve a suspension notice on the operator. The Environmental Permitting system implements the requirements of the Integrated Pollution Prevention and Control (IPPC) Directive, which applies to the more complex and potentially polluting industries and deals with any likely significant pollutant emission to air, water or land. It addresses noise, energy efficiency, waste minimisation, prevention of accidental emissions and site protection and restoration. The IPPC system as enforced by both the Environment Agency and local authorities for the installations allocated to them applies an integrated approach to ensure a high level of protection to the environment as a whole and to prevent and, where that is not practicable, reduce emissions to acceptable levels.
