ABSTRACT

Safety controlling is the management function of identifying what must be done for safety, setting standards of measurement and accountability, inspecting to verify completion of work, evaluating, and following up with safety action. To guide management in controlling areas of potential loss and to set standards, there are existing safety and health systems that provide excellent frameworks. The National Occupational Safety Association Five Star System is a safety audit system. Each minimum standard detail has a point weighting and the entire system totals 2,000 points. Another widely used system, which sets standards of measurement, is the International Loss Control Institute’s International Safety Rating System. Safety and health representatives have been given the authority to inspect their immediate work area using a safety element checklist as a guideline. Systems to enable ongoing measurement against standards are part of a safety system and these could include the monthly inspections of local work areas by appointed safety and health representatives.
