ABSTRACT

Modem managers tend to think a bit broader, and more professionally, in terms of substandard practices and substandard conditions. The unsafe acts and unsafe conditions are normally the most obvious events preceding the exchange of energy, and consequently, people tend to focus on them as being the true cause of accidents. Early safety philosophers relied entirely on attempting to remove the unsafe act and unsafe condition and, due to finger-pointing exercises, tended to, focus on the unsafe behavior of the individual without really delving into the reason for that person’s unsafe behavior. Unless a company has conducted research as to what are the immediate causes of their loss-producing accidents, it would be unwise to quote generic statistics, which are slanted toward either the unsafe act or the unsafe condition. Unsafe acts and unsafe conditions exist or are caused by underlying causes in the form of personal and job factors.
