ABSTRACT

Chapter 8 discusses the statistical procedures used to estimate the location of standards on the reporting score scale for a test. The discussion includes the assumptions made by the measurement model used for defining the reporting score scale. Potential problems in statistical estimation are presented. Examples of estimation procedures are provided for several standard setting kernels. The influence of error in test scores and in item parameter estimates on the estimated standards is shown for several examples. A major concern is the generalizability of the results obtained from a standard setting study.
