ABSTRACT

Control of fugitive emissions can be achieved through equipment practices and work practices. Leak detection and repair (LDAR) program is a good work practice to manage and control fugitive emissions from equipment leaks. This chapter deals with an introduction section which provides definition of fugitive emission, relevant regulations, emission sources and general control approach. It provides details about the LDAR program which includes its objective, elements and Federal Reference Method 21 for Volatile organic compound surveying. The chapter describes different types of emission factors and provides a real-life example about how emission factors were derived. There are many equipment components at a specific facility. Using emission factors (EFs), coupled with activity factors, to estimate fugitive emissions from a specific facility or an industry sector as a whole is a commonly-adopted approach. A number of EFs and correlation equations have been generated for estimation of fugitive emissions from equipment leaks.
