ABSTRACT
This chapter discusses CCTV-oriented inspection platforms, financial decision support packages, geographic information systems, and enterprise asset management platforms. Many organizations define asset management differently to meet their bespoke needs, but most definitions frame the discussion around finding answers to seven key questions outlined in the International Infrastructure Management Manual. Effective asset management can be hindered and helped by a variety of forces. One of the earliest types of asset management tools to emerge were programs that specialized in managing CCTV inspections of pipelines. One of the most significant trends in municipal asset management is the adoption of geographic information systems by municipalities of all sizes. Condition assessment programs are intrinsically linked to cost estimates, as the timing of maintenance programs has a major impact on the overall cost of maintaining infrastructure. Reliance on EAM software increased with the recession of 2007, as reduced revenues forced many state and local governments to make a series of difficult decisions.
