ABSTRACT

The Law on the Renovation of Social Democracy and Reform of Working Time has sought to improve the conditions for social dialogue, in the framework of the consultation procedure set up by the Act to modernize social dialogue. The post-war provisions, however, had been supplemented by case law tending to take into consideration the trade union audience, their activity, and influence. In the agricultural sector, the union audience would be appreciated on the basis of the votes cast during the elections to the departmental chambers of agriculture. The weakness of trade unionism in some developed countries is sometimes attributed to its ideological character, far removed from the concrete concerns of employees, in contrast to the Nordic model in which joining a trade union conditions the achievement of a number of benefits. The member tends to become a ‘customer’ of the trade union organization, which profoundly changes the relations between workers, unions, and enterprises.
