It identifies the development prospects of innovative enterprises, identifies obstacles to their development and proposes measures to promote entrepreneurship and simplify the standards applicable to economic activity, with a view to encouraging growth and employment in the territories. The chapter explores among other things, the most significant avenues for reform for enterprises wishing to promote economic development and employment. Related to pragmatism in governance, several reform axes could be useful in order to restore confidence to enterprises and promote their growth and that of jobs. It is therefore desirable that business model of governance can serve as an example so that enterprises can be able to create wealth, hire, and contribute to global economic recovery. Employers in traditional models face extreme complexity in calculating wages, which results in a significant administrative cost.
