Engineers have a bad reputation in their ability to communicate effectively outside the engineering office. Their main source of communication is through the use of drawings and sketches. The majority of engineers have concentrated on maths and the sciences and had very limited exposure to writing and oral communications, which goes someway to explain their deficiency in this area. The engineering report is probably the greatest writing challenge that a typical engineer has to face. Engineering reports document a significant proportion of work and is an important commitment on the part of the company in which the engineer is employed. The chapter describes the technical aspects of the proposal in how the effort will be conducted. It shows how the proposer will organise the effort, describing the responsibilities of the key personnel and their qualifications, as related to the tasks for which they will be responsible for, together with the organisational support and the resources available for accomplishing the work.
