ABSTRACT

Environmentally sensitive resources of oil spills refer to all resources that may be affected by oil spills, including ecological resources, aquatic resources, tourism resources and coastal industrial and mining enterprises. This chapter considers the emergency decision of oil spills, with focus on nature reserves, ecological resources, fishery resources and tourism resources. These resources can be divided into ecological resources, resources of human activities and shoreline resources. Importance of environmentally sensitive resources refers to the value of the resources which includes three aspects: economic value, ecological value and special value. The special value mainly assesses the social and political impacts on the environmentally sensitive resources. In addition to the oil spill emergency mechanism and salvage system in the northern sea area invested and constructed by the Ministry of Transport, China’s marine pollution emergency resources are mainly from the port, terminal and marine petroleum exploitation enterprises and the professional decontamination companies.
