ABSTRACT
16.01 This chapter explores institutional issues that frequently arise in rural roads projects or in RAI components of development projects [13]. Its objective is to provide guidance to project designers and programme planners on factors which should be taken into account in establishing the institutional framework for rural access infrastructure planning, construction and maintenance. Improved institutional design will result in projects that have a better chance of being sustainable, i.e., making an effective long-term contribution to rural development.
