ABSTRACT
19.01 This chapter provides (i) simplified operational procedures for the appraisal of feeder roads and other rural access infrastructure (RAI) in transportation, rural development and agricultural projects, and (ii) clarification on issues often encountered in the screening and appraisal of RAI. It does not claim an exhaustive set of methods for any conditions prevailing in these projects. The principles of analysis are described for feeder roads and motor vehicle operating costs, but also apply to other levels of RAI when the operating costs of other transport aids are substituted and the RAI improvements suit those transport aids.
