ABSTRACT
2.01 Strategies are methods the policy maker selects to implement the type of policies described in Chapter 1. To be effective, they must function within the current capabilities of the individual country. As for the formulation of policies, the principal guideline to be followed when formulating strategies is whether, with the given limitations of the country's absorptive capacity, they can result in the realization of national and sectoral objectives.
