ABSTRACT
4.01 Access is the ability to enter into or exit from a location. To many, development area access implies entrance from the outside. However, this handbook considers access as the ability to:
transport surpluses from a development area to markets foreign to that area;
receive inputs, goods and social services into a development area;
conduct trade within a development area;
move to and from villages, farms, fields, forests and water sources as required to transport the necessities of everyday life within a development area; and
ensure personal mobility for economic and social activities.
