ABSTRACT

Planning and implementing a successful seed program is impossible without skilled and motivated people. A lack of qualified staff members is the major barrier to establishing sound seed programs in developing countries. A seed program can be properly staffed only if the government considers the seed program integral to the development of the agricultural sector and the national economy and is committed to keeping qualified personnel in the program. Staffing should be considered in relation to the program's stage of development, the responsibility of the position, and the components of the program. A seed program requires many staff members who have special qualifications and training. Clear personnel policies and creative personnel management can make a staff more effective. Only a few educational institutions offer a curriculum emphasizing seed technology that will enable undergraduates to gain sufficient training to be effective in most seed activities.
