ABSTRACT

Migrant Education Program is the single most costly migrant assistance program; its $300 million accounts for over half of all federal funds designated for migrant workers and their dependents. The Migrant Education Program serves children who move with or to join parents or guardians who move across school district lines "to obtain temporary or seasonal employment in an agricultural or fishing activity." The Office of Migrant Education in the Department of Education also oversees other programs meant for migrant farm workers or their families. Moreover, migrant assistance programs have developed as a series of ad hoc initiatives rim by different agencies. In 1966 Congress determined that an additional special program for migrant education was needed, based in part on concern that too much of the basic program's funds were going to urban areas. Many of the new entrants into the midwestern meat packing plants are Asian and Hispanic immigrants.
