A new coordinating council could review program overlap, encourage enhanced cooperation at the local and state levels, work to develop consolidated outreach efforts, and explore other initiatives. Most workers were employed for about half of the year at hourly wages that were 14 percent above the federal minimum of $4.25 hourly. The monthly Current Population Survey has the advantage of being a probability sample of all US households, so that its sample results can be expanded according to a formula to report the number of various types of farm workers in different geographic regions. Agriculture is the production process that occurs on farms, just as manufacturing is the production process that occurs in factories. Agricultural operations have become far more complex since the mid-1960s, when "eligible farm worker" typically meant everyone employed on farms, but there is no easy way in regularly published labor data to distinguish field workers from other employees on farms.
