ABSTRACT

Major foreign policy themes adopted by Cuba, such as the Latin American foreign debt and liberation theology, have quietly decreased in profile, and Cuba’s capacity to maneuver in areas of major concern, e.g., Angola and Nicaragua, continues to lessen. Cuba’s relations with Latin America are, at this point, most dynamic and positive aspect of Cuba’s foreign policy. The gradual change in attitude of the Latin countries toward Cuba, particularly the new democracies, is proudly acknowledged by the Cuban government as break in the US policy of isolation towards Cuba. The subject of Latin American foreign debt has become more subtle in Cuban foreign policy statements. Although Cuban officials still insist on the unpayability of Latin American foreign debt, the subject is no longer major Cuban foreign policy theme. However, Cuba has indicated that there will be another jornada against the foreign debt in October, similar to the day of continental action against the foreign debt held last year.
