The new rules would be enforced through the Trading with the Enemy Act; the Office of Foreign Assets Control of the Treasury Department; the Export Control Act; the Export Administration Act; and the Immigration and Naturalization Service. Responding to the tightening of the embargo, Cuban foreign ministry sources said that “no pressure or economic measure adopted by the United States will force our country to negotiate or violate its principles". Colombian Foreign Minister Rodrigo Lloreda Caicedo clarified that position stating that a clear set of principles must be set which would inhibit the intervention of Cuba into Colombian affairs. Colombia severed diplomatic relations with Cuba in March 1981 when it was clearly established that the latter country was supporting guerrilla groups in Colombia. The current relationship denotes an improvement and coincides with China’s interest in expanding and improving its foreign relations. This policy has been well received by both the Soviet Union and the United States.
