ABSTRACT

This chapter presents a study of the implementation of the national communication system RAKEL in Sweden and focuses on the aspects of planning and facilitating collaborative crisis management through system architecture and meta-governance of collaborative crisis management. It explains how the Swedish state implemented and managed a new Security Communications System (SCS) called RAKEL by considering three different dimensions and core challenges: hardware, software, and economic aspects. The chapter deals with a theoretical section discussing the role of information and communication in collaborative crisis management and the potential challenges in managing communication systems. It explains the empirical analysis and shows how the three dimensions (hardware, software, and economic aspects) have played a significant role in the Swedish case. investigated strategies for overcoming collective-action problems in collaborative crisis management by analyzing the intersection between hardware, software, and economic concerns in the management of SCS in Sweden.
