ABSTRACT
The Clean Water Act (CWA) is a product of many years of historical development. It can also be said that its information is a result of a lengthy period of trial and error. CWA functions as a complex and reasonably efficient mixture of all the regulatory and enforcement tools that have proven efficient in the environmental contexts.
