If the designs have originated in the company development unit, then it is to be presumed that they conform to the established manufacturing practices of the company, and take cognizance of the manufacturing facilities available. The designs may have originated in some outside source. Lead times for development and production may be so long that it would be poor judgment to delay the engine purchase until the design is finally complete. Aircraft people tell the author that the preliminary design department orders the engine, not production; this merely illustrates the difference between purchasing as a function and purchasing as an organizational prerogative. When the product is a large structure, such as an airplane or a newspaper printing press, this breakdown may be carried down several levels without getting to the point of naming individual pieces. Personnel requirements are compared to available skills and gaps are noted; hiring and training are planned.
