Handling risks also increase with the number of containers handled, although potential spill quantities are reduced with the use of smaller containers. While storage in relatively small containers represents an efficient use of limited space, it also presents at least two potential problems: increased disposal cost and increased handling risks. Adequate ventilation of waste storage areas is also important because it even provides a degree of protection to individuals who are not directly involved in waste handling. Similarly, weather conditions can cause deterioration of labels, thus increasing the risk of improper handling and disposal. Economic considerations for the small quantity generator of hazardous wastes involve more than careful planning of expenditures. The limiting of liability and reduction of costs begin with a good system of on-site handling and storage of hazardous wastes.
