ABSTRACT

Integrated Water Resources Management (IWRM) is a process of assignment of functions to water systems, the setting of norms, enforcement (policing) and management. The main purpose of the constitutional function is to create an enabling environment for the IWRM platform with appropriate policy and legal frameworks which gives the boundary conditions for effective implementation of the organizational and operational functions. In recent years, many governments, national and international institutions and agencies have reached a consensus on principles to govern the formulation of a national water policy. The complexity of water management induces a need for delegation of regulating authority to the decentralized organizational and operational levels. For instance, it has become unpractical to pose water quality or emission standards by law. This is done through a more flexible or quickly adaptable legal tool. The development of an integrated water resources management capacity and capability is both a top-down and bottom-up process.
