ABSTRACT

Capacity building basically is the development of a management capability and capacity to achieve (sector) formulated objectives and to adjust to a changed management environment. The objective of capacity building in the water sector is to improve the quality of decision making, sector efficiency and managerial performance in planning and implementation of sector programmes and projects to achieve efficient and effective management of water resources and delivery of water services. Introduction and application of Integrated Water Resources Management is needed to manage water resources and improve water services that will sustain human and economic development. Government should provide leadership, commitment and a focus on principles to direct this process. Providers of education and training services can be categorized along lines of the status of the organization, the level and type of education and training services and the (inter)national orientation.
