ABSTRACT

The tendering process is one of the most important stages in getting the architect’s designs to the completed three-dimensional building ready for occupation. The invitations to tender must be carefully considered and contain no misrepresentations or mistakes. The tendering contractors must be carefully chosen. Things can become difficult if the lowest tender is higher than the employer’s budget and the quantity surveyor’s estimate. The process must be scrupulously fair, and all parties must be watchful in case there are errors in the submissions. Errors in the lowest tender can cause grave problems if not found before a tender is accepted. The result may be a serious loss for the contractor whose miscalculated tender is accepted or for the employer. Some contractors may withdraw tenders before they are accepted and tendering may have to be restarted. For various reasons the employer may wish to accept a tender other than the lowest or may decide to retender.
