ABSTRACT

This chapter includes a discussion of the impacts of culture and change management concepts and skills needed by systems engineers to enhance systems engineering practices. It discusses change and change management, culture and culture change, structures, and people skills that are needed to successfully apply systems engineering tools and methods. The chapter then discusses some techniques that can be used in each phase of the Vee life cycle to enhance the communication with customers and stakeholders. Communication exchanges with peers and opinion leaders also help develop attitudes about innovations. The types of opinion leaders that should be targeted for dissemination of communication depends upon the type of social system that exists. Culture change is the act of changing some of the values, beliefs, or assumptions embedded in organization. The meta models can always be enhanced in the future, but the analysis paralysis can occur in this stage and totally derail the effort to get systems engineering practice off the ground.
