ABSTRACT

In this chapter, the author discusses the concept of operations phase mission analysis activities and tools that are performed to develop the program and project structure for the system development activities. A stakeholder analysis is performed to identify the stakeholders of the system and their impacts and concerns related to the system. The systems planning infrastructure is developed prior to the concept of operations phase. The systems program manager or systems engineer develops the systems engineering management plan and the systems engineering plan. The stakeholder analysis is a tool that can be used to define the people and their roles that are impacted by the systems project and identify who the team members should be in the team. The stakeholder analysis includes a listing of the stakeholders, type of stakeholder, primary roles that have a stake in the project, potential impact/concerns, and receptivity.
