Having your people take on goals and helping them achieve them is a motivator. Goal setting and goal management are dandy motivators because they appeal to people to people on many levels, and they can serve to get jobs done in maintenance.
Consider using goals for PM projects, Defect Elimination projects, training, and behavior modification. It is a twofer motivated workers and fewer defects.
