Human capital and human resource management have always been the focus of attention of both researchers and hands-on managers. Human capital management is considered to be the management of the capabilities of active resource pools, the functional capabilities of active elements (AEs), and their headcount, to meet the internal demand of the Enterprise’s complex activity implementation at different moments of time. The performed analysis can be easily extended to the case of several pools of active resources, as well as to the case of a non-stationary process of the internal demand for AEs, required to implement complex activity. The active choice of people comes down to two types of decisions: acceptance/rejection of offers and leaving or staying at the Enterprise. These decisions affect the traffic and temporal characteristics of AEs’ lifecycles, and, in turn, the characteristics considerably affect the Enterprise output.
