ABSTRACT
Pre-commissioning is planned and executed based on systems and subsystems, not on area-wise. Planning at Level 3 for systems commences when its predecessor Construction achieves 50% progress. Main Plant and off-site are separately handled. In the Main Plant, planning and execution is broadly categorized into three groups: (1) drains and deluge systems, (2) utility facilities, and (3) process systems. The deliverables in each subsystem include (1) continuity test (only in case of electrical and instrument), (2) final alignment, (3) vessel box up, (4) vessel gross leak test, (5) hydrotest, (6) flushing and blowing, (7) reinstatement, and (8) lub-oil flushing (where required). Off-site pre-commissioning is also planned and executed in a similar manner.
