Cash flow is regarded as the backbone of the project. For delay of payment, Owner can be held liable, and Contractor gets an opportunity to terminate the Contract. Owner is also liable to pay interest for the period of nonpayment proportional to the cost of borrowing. Three to 4% can be added over the LIBOR.
