ABSTRACT
One among the Owner-caused delays occurs in approving documents. Contractor cannot proceed with work if documents under Category 1 (critical and important) are not approved by the Owner. There are three categories of documents cited here and explained in Appendix 7. Suggestions are given to overcome any inefficient execution related hereof. In an EPC Lump Sum Turnkey Format, the Contractor assumes full responsibility until the Plant is commissioned, tested, and commercially operated successfully, regardless of any approval incorrectly made by the Owner for document resulting in incorrect construction and consequently non-performance of the Plant. Therefore, the Owner’s middle management engineers who are involved in authoring new comments at every round of new submission of documents under Category 1 are expected to have a balanced approach between quality and time.
