ABSTRACT

The main idea of open and distance learning (ODL) is connected to fulfilling the widely understood mission of the information society. In learning systems, the concept of openness can be considered regarding different aspects. Changes that occur in the educational policy of the new European Union members require a more specific outline, in a way that allows for defining a uniform approach to the concept of openness. Distance learning systems are the technological basis for development of the open learning concept. An important aspect that influences an ODL-based education system is the change of the paradigm of education, which evolves from the traditional form to the form of distance learning based on the Internet. An open student life cycle means that each student has the possibility to choose the learning programme on the basis of certified education offers of European universities, according to their own point of view, but in accordance with the defined rules.
