Contact tracing is one of the absolutely vital tools for containing the spread of the virus. Public health and their populations as a whole need (rather desperately) information not only about specific community transmissions and infections but also about patterns, processes, and actual risks of transmission, and masses of contract tracing data would be vital to providing the basis for this research. Getting the correct balance between effective contact tracing and privacy is not important just for the privacy considerations. There are also technical issues of background operation, access requirements, function requirements, and power consumption which present major problems to be solved. Therefore, the people are talking about risk and, as they in security know all too well, risk always involves a level of chance and probability. Because of the lack of knowledge, both on the part of the general public and also because the experts can’t give 100% assurance, the fear comes back into play.
