There is yet another security lesson related to this one: the most important acts and principles are simple ones. They are the 'face' of the medical system and, these days, that face is covered with mask. And, in some situations, social engineering comes into play again, and wearing mask may help calm people the people have to deal with, even if it provides no actually necessary protection against infection. In pursuit of the concept of convincing people not to join crowds of protesters because of the pandemic, the use of tear gas and other 'pain gas' crowd control measures is remarkably stupid. In planning and considering the types of controls the people have, their effectiveness, and new ones the people may need, they find it helpful to categorize controls into different types. As the people create security controls, the finer gradations and the more subtle the distinctions they can make between safeguards, the better their analysis of total security posture.
