ABSTRACT

Safety management system is a systematic and coordinated approach to managing safety, including the necessary organizational structures, procedures, and accountabilities to optimally manage safety. HSE (health, safety, and environmental) management system plays an important role in oil and gas industry. Safety management process for construction projects is required to ensure that the construction project is executed with appropriate care to prevent accidents that could cause personal injury or property damage, safety, and health of neighbors to the construction site and general public who may be exposed to the project. There are International Organization of Standardization (ISO) standards that are mainly used for managing and monitoring HSE activities in oil and gas projects. This chapter discusses HSE management, TQM approach to TSM, different types of ISO standards that are used to monitor HSE activities, HSE management system, and how to develop HSE management plan. It also discusses major causes of construction accidents and the preventive measures to avoid accidents in construction projects.
