ABSTRACT

Transportation planning is one of the most fundamental steps in the transportation project and program development process. The planning process identifies both short- and long-term transportation project and program needs, estimates both project and program costs and available revenues, and produces a work program detailing when projects are scheduled to take place with appropriate funding identified. The most apparent roadway classification scheme is by ownership: who owns the road. A road can be either privately or publicly owned. Privately owned roads may or may not be open to the public. In the United States, it is more likely that roads are publicly owned. A utility-oriented method for classifying roadways is through a road’s intended functionality: what the road is designed and constructed to accomplish. Interstate is the highest classification among all arterials. An Interstate highway is always a divided highway meaning travel in opposite directions is separated by either a grassy median or a physical barrier.
